Above mentioned categories defined by British Standards, BS 7114 are mandatory to follow, any attempt of setting off firecrackers or using Sparklers against the restrictions enacted in Category 1, 2 and three will be illegal.
Category 1, 2 and 3 are for ordinary residents of UK only. According to the British standards BS 7114, there is category four also which says:
